The Regional Cooperation Directorate of the Ministry of Foreign Affairs of the Islamic Republic of Afghanistan met with the European Delegation at their office in Kabul for a brainstorming meeting with the resident mission of supporting countries and offices of the regional and international organizations of the Disaster Management CBM (DM-CBM) on November 23rd, 2016.
The objective of this meeting was to discuss and come up with activities that could potentially be proposed for implementation at the 5th DM-CBM Regional Technical Group (RTG) Meeting which will be hosted by Republic of Kazakhstan in Astana on December 9th, 2016.
At the outset of the meeting, Mr. Amir Ramin, Director General for Regional Cooperation, briefed the participants about the most recent developments of the DM-CBM. Furthermore, he explained that the objectives of this meeting would be: to discuss ways to make the upcoming RTG more productive, determine how Afghanistan could benefit from the meeting, and
ascertain the ways in which this RTG could contribute to mobilizing the region to counter disasters.
Aga Khan Development Network (AKDN) Senior Program Manager, Mr. Arvind Kumar Sinha, gave a short background of the FOCUS Humanitarian Assistance, an affiliate of AKDN. He said FOCUS has been active in Afghanistan since 1996 but that it has amplified its work in disaster risk reduction on a community-based level since 2006. According to Mr. Sinha, they are trying to develop a hub of Emergency Operation Centers (EOCs) and the first one will be active in Khorog near Afghanistan, which will support the EOCs in Afghanistan, located in Ishkashim and Faizabad. FOCUS has signed an MOU with Afghanistan National Disaster Management Authority (ANDMA) and they are slowly trying to tie up these EOCs with the EOCs of ANDMA.
Mr. Ramin stated that the establishment of a Technical Working Group would be beneficial in facilitating in furthering the goals of the DM-CBM. He suggested convening a meeting in the upcoming weeks to determine the relevant agencies and request an introduction of their technical representatives. Furthermore, Mr. Ramin shared that Afghanistan is considering organizing a conference on the impact of climate change in the region. The participants welcomed this initiative and expressed their support.
